The Lapu-Lapu City Government officially inaugurated the Balay Silangan Drug Reformation Center on July 18, 2026, marking another significant step in strengthening the city’s campaign against illegal drugs through rehabilitation and community reintegration.
The opening ceremony was led by Mayor Cindi King-Chan and attended by Congressman Junard “Ahong” Chan, City Councilors Emilio Galaroza Jr. and Annabeth Cuizon, LCPO City Director PCol. Agosto Daskeo, CLOSAP Head Garry Lao, representatives from the Philippine Drug Enforcement Agency (PDEA), members of the City Anti-Drug Abuse Council (CADAC), the City Health Office, and barangay captains from Olango Island.
The Balay Silangan Drug Reformation Center will serve as a rehabilitation facility for qualified plea bargainers, offering comprehensive programs such as counseling, values formation, psychosocial support, skills training, and livelihood assistance. These initiatives aim to help individuals overcome drug dependence, rebuild their lives, and become productive members of the community.
Mayor Cindi King-Chan emphasized that true public service is reflected not only in the programs launched but also in the positive and lasting impact they create in people’s lives. She expressed hope that Balay Silangan will become a place of healing, accountability, renewed confidence, stronger family relationships, and meaningful reintegration into society.
The establishment of the center was further strengthened by a ₱5 million grant from the Dangerous Drugs Board (DDB), formally turned over on June 30, 2026, by DDB Chairperson and Secretary Oscar F. Valenzuela. The financial assistance will support the expansion, establishment, and continued operation of the Balay Silangan Drug Reformation Center.
Through this initiative, the Lapu-Lapu City Government continues its commitment to promoting recovery, rehabilitation, and safer communities for all.
